To Relevant Units:

The BRICS Skills Development and Technological Innovation Competition (hereinafter referred to as the "BRICS Competition") is an international competition recognized by the BRICS Summit Preparatory Committee in 2017, approved by the relevant departments of the Ministry of Foreign Affairs of the People's Republic of China, and endorsed by the BRICS Business Council. Since its inception in 2017, it has been successfully held eight times, with over 450,000 participants in competitions, conferences, exhibitions, and technical exchanges. It has been featured in the BRICS Business Council Annual Report for eight consecutive years as an achievement presented to the leaders of BRICS countries.

The BRICS Competition has initiated skills competition and technological innovation cooperation among BRICS countries, becoming a vital platform for promoting educational collaboration, skills development, and cultural exchanges. It has received high recognition from BRICS nations and support from the Ministry of Education, the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, the State-owned Assets Supervision and Administration Commission of the State Council, and related units under the China Association for Science and Technology. The Belt and Road and BRICS Skills Development and Technological Innovation Competition is listed in the China Higher Education Society's Analysis Report on College Student Competitions.

To continue implementing the spirit of skills development and technological innovation in BRICS declarations, elevate cooperation to new heights, and fulfill the requirements of the "Notice on Implementing the Plan for High-Level Vocational Schools and Specialty Construction with Chinese Characteristics (2025-2029)," promote vocational education "going global with enterprises," serve the Belt and Road Initiative and international production capacity cooperation, and cultivate innovative talent, the 9th BRICS Skills Development and Technological Innovation Competition International Round is planned to be held from April to November 2025.This includes the South Africa International Round, ASEAN International Round, Brazil Technological Innovation Round, Russia International Round, Central Asia International Round, Middle East International Round, and China International Round.The relevant matters are hereby notified as follows.

II. International Competition Content

The 2025 BRICS Competition International Tournament is divided into the Technology Innovation Competition and the Future Skills Challenge.

(1) Technology Innovation Competition

The Technology Innovation Competition, themed 'Technology Innovation Leading the New Industrial Development of BRICS Countries,' features ten tracks: advanced manufacturing, digital healthcare, green energy, artificial intelligence, virtual simulation, digital agriculture, future technologies, sky, space and communication technologies, government and public management platforms and end-to-end solutions, and capability and workforce development.

(2) Future Skills Challenge

The Future Skills Challenge aims to support 'Vocational Education Going Global' and cultivate high-tech skilled talents for Chinese enterprises 'going global,' focusing on future technical skills such as intelligent manufacturing, artificial intelligence, and digital skills around 'Industry 4.0.' By organizing participants to compete abroad, it emphasizes the development and enhancement of soft skills such as organizational ability, teamwork, innovation and creativity, language proficiency, and cross-cultural communication, building an international exchange platform for global skilled talent and promoting international exchange and cooperation in future skills.

III. International Competition Arrangements

The 2025 BRICS Competition International Tournament will be held from April to November. For detailed arrangements, please refer to the link.

Invited and entrusted by the organizers, the Chinese organizers will arrange for domestic teams to participate in the competition in the aforementioned countries or regions and organize related international exchange activities during the same period. For specific arrangements, please refer to Attachment 2.

IV. International Competition Registration Methods

(1) Technology Innovation Competition

(1) Registration Requirements

1. The Technology Innovation Competition has no divisions. Each participating project consists of 1-5 participants (students and teachers can form teams together), and participants must be at least 18 years old (born before January 1, 2007).

2. Each participating project can only apply for one track.

3. The Technology Innovation Competition is open to teams from BRICS and 'BRICS+' countries, including enterprises, research institutes, universities, vocational colleges, and industry associations.

(2) Registration Method

(2) Future Skills Challenge

(1) Registration Requirements

1. Teams that ranked first or second in the 2023-2024 Belt and Road and BRICS Skills Development and Technology Innovation Competition domestic finals will have priority to participate abroad. Teams ranked third to sixth will have替补 eligibility in order of ranking. Final participating teams will be notified by the organizing committee.

2. Each team consists of participants, guiding experts (teachers), translators, and team support personnel (leaders), with participants and guiding experts being mandatory. For individual competitions, each team can register up to 1 expert; for team competitions, each team can register up to 2 experts. Translator information can be submitted after confirming participation abroad.

3. The Future Skills Challenge invites related industry enterprises and institutions to propose competition projects and co-organizers. For application methods and requirements, please refer to Attachment 3.

(2) Registration Method

V. Call for BRICS Workshop Co-Construction Units

During the 2025 BRICS Competition International Tournament, institutions, enterprises, and industry organizations participating abroad will explore cooperation intentions with related units in Belt and Road and BRICS countries for共建金砖工坊 and joint education programs. Countries include Brazil, Russia, India, South Africa, Egypt, Ethiopia, Iran, Saudi Arabia, UAE, Indonesia, Malaysia, Thailand, Belarus, Bolivia, Cuba, Kazakhstan, Uzbekistan, Uganda, Nigeria, etc.

Units meeting the following criteria are eligible for priority participation in the BRICS Workshop co-construction:

1. Previous co-organizers and technical platform support units of the Belt and Road and BRICS Skills Development and Technological Innovation Competition;

2. Construction units of the "Future Technology Skills and Cultural Exchange Talent International Training Base" project;

3. Other units willing to co-construct BRICS Workshops overseas.

Interested units should check the corresponding box in the "Intention to Apply" column of Attachment 3.
